Ms. De La Garza is currently an Assistant City Manager and Chief Human Resources Officer for the City of San Antonio, with oversight of the Human Resources Department, International Relations Office, and the San Antonio Metropolitan Health Department. Ms. De La Garza was promoted to Assistant City Manager in March 2008, and has also previously overseen the Fleet Maintenance & Operations, Purchasing & Contract Services, Parks, Public Works, Library and Downtown Operations Departments.
Prior to her current appointment, Ms. De La Garza served as Assistant to the City Manager and the City’s Human Resources Director for two years. As director, she was responsible for all aspects of human resources including employee benefits, classification & compensation, employee relations, recruitment, affirmative action, equal employment opportunities, employee development & training, testing, and risk management.
Before returning to the City of San Antonio, Ms. De La Garza served as the Director of Human Resources for the City of Dallas, Texas from 1999 to 2004 where she managed approximately 80 staff members including fiscal accountability for an annual operating budget of approximately $6 million and non-operating budgets for Employee Health Benefits and Workers’ Compensation Funds totaling in excess of $100 million. During her tenure with the City of Dallas, Ms. De La Garza consolidated city-wide personnel administrative staff, streamlined the Human Resources Department to improve direct service to client departments and updated $80+ million employee health benefits plan covering 30,000+ lives to maximize plan effectiveness and cost efficiency.
Prior to joining the City of Dallas, Ms. De La Garza served as the Interim Classification and Compensation Administrator for the City of San Antonio, Human Resources Department from 1997 - 1999. In this capacity, she directed staff activities to systematically review, maintain, and revise the City’s classification and compensation plans through data analysis, job evaluations, interviews and surveys, and developed alternative compensation options and initiatives.
Ms. De La Garza also has more than 10 years of private sector experience including a strong emphasis on personnel administration, marketing, and retail operations.
