FUNDING ALLOCATIONS

The City of San Antonio, through the Office of Grants Monitoring and Administration, receives four (4) federal entitlement grants awarded through the U.S. Department of Housing and Urban Development (HUD). These funds are designed to meet the needs of persons who are of low and moderate income and for preserving and developing our low-income communities. The Consolidated Annual Action Plan/Budget is a budget document comprised of these four grants:

Community Development Block Grant (CDBG)

Homeownership Investment Partnership Grant (HOME)

Emergency Shelter Grant (ESG)

Housing Opportunities for Persons With AIDS (HOPWA)

HUD 108 Loan Guarantee Program (HUD 108)

FUNDING PROCESS

Historically, the Office of Grants Monitoring and Administration (GMA) releases a Request for Applications (RFA) between January and February for the upcoming fiscal year (October – September) on the City of San Antonio RFP website. If you are a non-profit agency or a for-profit agency and would like to apply for community development or affordable housing funds from the City, please read the sections of this site on CDBG and HOME funding. In addition, please review the Housing Policy Guide for additional City requirements.

Please note that the City provides gap financing to projects proposed through the RFA process. It is imperative to leverage funds prior to applying for financial assistance from the City. Please review the RFA for additional leveraging criteria.
