The City Of San Antonio is the Head Start Program grantee for the City Of San Antonio and Bexar County .

The City of San Antonio’s Head Start Policy Council was established on recommendation of the Federal Government to ensure that the grantee has an established Policy Council and a well functioning governing body that share responsibility for overseeing the delivery of high quality services to children and families in accordance with Head Start legislation, regulations, and policies.

The role of the Head Start Policy Council is:

  • A governing body that includes current Head Start Parents that are selected by Head Start Parents and community members who are appointed by City Council
  • Has the legal and fiscal responsibility of administering the Head Start Program
  • Approves procedures for program planning
  • Approves long and short range program goals
  • Approves all funding applications submitted to Health and Human Services, (HHS) Administration for Children and Families (ACF)
  • Ensure criteria of defining recruitment, selection, and enrollment priorities for the Head Start Program
  • Ensure that annual self-assessment of the grantee is carried out and the programmatic and fiscal intent of grant application is processed
  • Ensure that the grantee has established appropriate internal controls to safeguard Federal funds
  • Ensure an annual independent audit is conducted in accordance with Federal regulations
  • Oversight of decisions to hire or terminate any person who works primarily for the Head Start Program of grantee
  • The Head Start program provides center based educational and family strengthening services that involves parents/guardians and the entire family. Currently, Head Start services are available throughout San Antonio and Bexar County to children three, four and five years of age. The City of San Antonio is contracted to serve, 6,789 children.
